- Develop technical responses, compliance matrices, clarifications, qualifications, deviations, scope boundaries, architectures, material take-offs, BOQs, and cost estimates
- Respond to post-proposal technical and commercial queries and update the proposal and estimate when required
- Apply value engineering and cost optimization while preserving technical compliance, delivery feasibility, lifecycle value, and required margin
